Copy and Restore fails "At the end of something"

I have a 0.5 GB Vista64 boot disk (#3) that I am attempting to copy or restore to a 1 GB disk (#0).  When I use disk copy, it fails at 99% with "At the end of something".  When I do a restore, it fails at 99% with "At the end of something".  The full error messages and screen sample are below.  The backup works fine and I've verified recovery points.  After the error, I reboot and I can view the files on the drive without issue.  It appears to be ok, but why the errors?

 

I tried booting with the SRD, backing up, and restoring.  I used DiskPart to Clean drive #0 before copying or restoring.  Both drives are on the same controller.  They are different manufacturers: #3 is Hitachi, #0 is Seagate.  I ran SeaTools tests on disk #0 to make sure it was reliable.  I've run chkdsk and scanned for viruses on disk #3.  I tried restoring with a drive letter and "none" as the drive letter.  I tried with and without checking for system errors.  I tried with and without resizing the drive.

 

Any help will be appreciated because I'm "at the end of something"!

Error EC8F17B3: Cannot complete copying of  (C:\) drive.

Error EC8F0409: Cannot copy source drive to destination location.

Error EA390013: At end of something. (UMI:V-281-3215-6067)
