Getting "Core Product File(s) Have been modified" Error after new install of Norton Utilities 16

Hello,

I had to do a clean install of windows 7 SP1 and all software after a hard drive failure.

I installed Norton Utlities 16 after installing Norton Internet Security 2014.

When I try to run Norton Utilities 16, I get the following error message.

"Core Product files(s) have been modified.  Please run SMart Update or reinstall the product"

I have uninstalled and reinstalled Norton Utilities 16 several times and have run Smart Update several times and the error will not go away.

HELP!!!!
